About the PSTC Project

On Nov. 3, 2020, the majority of Rock and Green County voters approved Blackhawk Technical College's $32 million referendum project, paving the way for the new Public Safety + Transportation Complex (PSTC). The unofficial vote count was nearly 60% in favor. Blackhawk is grateful to district voters for their ongoing support and is excited to move this important regional project forward.

Here's a timeline of the project:

Spring 2023: Construction Continues on Public Safety Education Center

The 74,791-square-foot Public Safety Education Center will focus on accommodating Blackhawk's first responding majors and local municipalities. The building will encompass a state-of-the-art shooting range, fire and EMS apparatus bay, labs and classrooms, MILO simulation room, DAAT Training Center and a roof-suspended track.

The first slab-on-grade pour took place on March 7 on the west end of the lower level of the new building. The area poured will be a sealed concrete finish for the west half of the shooting range as well as weapon storage, cleaning and staging/reloading areas.

Construction of this final stage of the Public Safety + Transportation Complex project is expected to be completed in spring 2024.

Fall 2022: Construction Starts on New Education Building

Construction on the new Public Safety Education Center (pictured) began in mid-November of 2022, with completion expected by spring of 2024. This new building will be located next to the Center for Transportation Studies building and house Blackhawk's emergency services, fire and police programs. Read more

Spring 2022: Facilities Open for Use

Nearly all of the projects on the main training grounds were completed and opened for use. On June 30, 2022, Blackhawk held an open house for residents of Rock and Green counties to showcase the new facilities. Read more

Fall 2021: PSTC Project Begins to Take Shape

Throughout summer 2021, asphalt was poured for the various training courses, allowing the public safety and truck driving programs to start using the outdoor tracks. In fact, the Emergency Vehicle Operator Course pad is already in use for physical agility, traffic stop, and driver training. Installation of the new fire tower began in November and, by the end of the year, the Center for Transportation Studies is expected to be completed, with auto programs starting in the spring.

Spring 2021: PSTC Groundbreaking

Since then, construction crews have begun to transform the once-vacant land at the corner of West Sunny Lane and Prairie Street along the northeast corner of Blackhawk’s Central Campus. The Public Safety + Transportation Complex will serve several programs, including Automotive Technician, CDL/Truck Driver Training, Diesel & Heavy Equipment Technician, Electric Power Distribution, Emergency Medical Technician, Fire Protection Technician, Law Enforcement, Motorcycle Rider Safety, as well as professional training and skills development.
